Author Biography

Willis Morgan was born in Port Jefferson, Long Island, NY. He graduated from Bellport High School, then went on to Suffolk County Community College before joining the United States Air Force as a security police officer.


In 1972, Willis moved to Miami and started working for the Miami Herald. In 1977, he became a supervisor in charge of the training program for the pressroom.


In 1981, Willis became involved in the Adam Walsh case after he had an encounter with one of America's most notorious serial killers, Jeffrey Dahmer, in Radio Shack, located in the Hollywood Mall in Hollywood, Florida. The day was July 27, 1981. This was the same day that Adam Walsh was abducted.


After being brushed off by the Hollywood Police Department when he tried to tell them what happened, Willis spent well over four decades trying to find justice for Adam.


After the Hollywood Police Department closed the case on December 16, 2008, pinning Adam's murder on a sycophantic serial confessor, Ottis Toole, Willis started tracking down other witnesses to find out where the police went wrong. It was also about that time that Willis started writing his book, Frustrated Witness! Willis wants the world to know it was not Ottis Toole who murdered Adam.

Frustrated Witness! Jeffrey Dahmer, the Man Who Killed Adam Walsh by Willis Morgan is a true crime book that revolves around Adam Walsh's abduction from Hollywood Mall and murder in 1981 at the age of six, which led to a nearly three-decade-long investigation. Morgan asserts he was an eyewitness present during Adam's abduction, and was unsettled when the Hollywood Police Department convicted Ottis Toole instead of Jeffrey Dahmer. Even with statements about Dahmer's presence at the mall that day, including eyewitness accounts, the police disregarded them. Morgan, frustrated by the loss of evidence, leads, and eyewitness testimony, is adamant that Dahmer killed Adam. He speaks about flaws in the investigation, recounting his own encounter with Dahmer, and detailing other eyewitnesses' testimonies. Despite this compelling evidence, true justice for Adam Walsh remains elusive.

Before reading this book, I was oblivious to the details of the case, but Morgan's expertise and exhaustive research left me feeling fully informed. The sheer volume of evidence compiled by Morgan is staggering, yet it's perplexing why this case hasn't received more attention. While the writing prioritizes substance over style, Morgan effectively delivers a wealth of information, even if lacking the polish of other true crime narratives. Beyond just the case itself, the book serves as a critical examination of homicide investigations, highlighting systemic failures. Morgan states that states, "The HPD is the one place you never want to get your information from,” and his assertion about the unreliability of the HPD is supported by his findings, making this book a chilling reminder of the flaws in our justice system. INTRODUCTION

My name is Willis Morgan. I was in the Hollywood Mall on July 27, 1981, the day that Adam Walsh went missing. I was compelled to write this book so that the true and complete story of the Adam Walsh case could be told. (In spite of what has been written elsewhere, I know it has not been, at least not until now—because I was there.) This is the account of Adam Walsh’s abduction and of my attempts—spanning decades—to find justice for him. As much as this book is a case of Jeffrey Dahmer being Adam’s abductor and murderer, it is equally a study of how the Hollywood Police Department (HPD) conducted the homicide investigation while becoming the greatest ally and defender of America’s most notorious serial killer.

Frustrated Witness! The Complete Story of the Adam Walsh Case and Police Misconduct goes beyond the events of July 27, 1981, to unravel police misconduct that includes an intricate web of incompetence, ignorance, corruption, lies, arrogance, and misuse of power that enabled the Hollywood Police Department to betray their oath and pin Adam’s murder on an innocent man.

The HPD now employs 337 police officers, as well as 263 civilian support personnel. They handle an average of 139,000 calls for police services a year. I know some readers might take issue with my excessive berating of the HPD, so I want to take a moment to make it clear that this book is not a condemnation of every rank-and-file police officer. There are a lot of good police officers in this police department. My issue is with the homicide detectives who participated in this case, and the hierarchy that continues to protect them.

I am trying, in some small way, to make up for what I didn’t—and couldn’t—do well over four decades ago. That is why I have worked so hard to bring to light these facts and logical deductions. I present the truth of the case, using percipient witnesses who were never called, and the HPD’s own bulging case files, which were sealed for so many years but can now be downloaded for free at JusticeForAdam.com. Right after Adam’s abduction, I tried to report to the HPD what I had witnessed at the Hollywood Mall, but they totally discounted everything I said.

Everyone knows the story of Jeffrey Dahmer, and there are plenty of books that have been written about him. This book focuses on what most other books have conveniently left out.
This is the untold story of Dahmer’s service in Germany and his sojourn in South Florida.
Many of the books I have read about Dahmer barely mention Germany, and some do not mention his six-month stay in South Florida at all. It really bothers me whenever I hear Ottis Toole’s name mentioned in relation to the Adam Walsh case. I always knew that Adam’s abductor had to be that guy I encountered on the same day, at the same time, and at the same location where Adam was last seen. I just didn’t have a name to put on that face until ten years later, when I saw Jeffrey Dahmer’s mugshot and name in the newspaper. As the HPD closed the Walsh case and said that Ottis Toole was guilty,
I have also dedicated a chapter to Toole to indicate that he was not involved in this case.

During the December 16, 2008, conference where it was announced that the Adam Walsh case was being closed, with an authoritative tone, Police Chief Chad Wagner fed the Walsh family and the media more baloney than would fit in any New York deli sandwich.

When It Comes to True Crime, We Often Care Little for the True Story

Mainstream media outlets accepted the transparently contrived story as the truth without investigating it or showing even the slightest bit of skepticism. As a consequence, the media ate the sandwich. The following are just some of the headline stories that ran the day after the closing:

Afterward, I tried to tell all the top media outlets the true story, but in the gold-rush frenzy of media competition, they were more interested in getting the official story out than in knowing the truth. Since most got the story wrong, my frustration as a witness was greatly exacerbated. Getting the HPD, the State Attorney’s Office, and the courts to listen has proven harder than I ever imagined. This, then, is my odyssey as a frustrated witness. And this is Adam’s story as much as it is mine.
